The Precision Machined Products Association filed official comments opposing an Administration proposal to count “Factoryless Goods Producers” as U.S. manufacturers under the North American Industry Classification System (NAICS). The proposal by the U.S. Census Bureau, part of the Department of Commerce, would consider a business as a manufacturer even if they outsource all of the transformation steps traditionally considered production activities, or manufacturing.
