The Navy Talent Pipeline Program (TPP) is actively building defense industrial capacity by helping manufacturers improve the way they recruit, hire, onboard, and retain the talent they need to run a better business. This session will give you a first-hand look at how the program works, the measurable impact it’s making, and how you can get involved.

• We’ll introduce the goals of the no-cost Navy TPP and how this partnership supports PMPA members with practical resources, workforce strategies, and proven best practices.

Speakers:

Joseph C. Barto III is the Program Leader for the U.S. Navy Talent Pipeline Program, supporting the Program Executive Office for Strategic Submarines and the Submarine Industrial Base Program since 2021. He is the founder and President of Training Modernization Group (TMG), a leadership development company dedicated to helping leaders build and sustain high-performance teams. A retired U.S. Army Lieutenant Colonel, Joe served in key leadership roles during Operations Desert Shield and Desert Storm and was instrumental in developing the Joint Training System. He holds a B.S. from West Point and an M.P.A. from James Madison University, and serves on multiple nonprofit boards.

Vince Jordan is the Enterprise Flag Lead for the U.S. Navy Talent Pipeline Program, guiding its national expansion to strengthen the Defense Industrial Base workforce. A retired U.S. Navy Chief Warrant Officer, he brings over 20 years of leadership and organizational development experience, including roles at Huntington Ingalls Industries – Newport News Shipbuilding. He holds a B.S. in Workforce Education and Development from Southern Illinois University and lives in Smithfield, Virginia, with his wife, Carol.
